After many years in which no pre-season tournament was held in Israel with the participation of senior teams from abroad, cup holders Hapoel "Bank Yahav" Jerusalem and Hapoel Tel-Aviv will fight for the win in the "2023 Winner Tournament Tel-Aviv" with the Greek Promitheas and the Italian Dynamo Sasari.

The aim of the administration is to turn the tournament into a tradition, as there was in the past with the Tel Aviv tournament, the Bandel Cup, and more, in which Israeli teams competed alongside well-known teams from around the world. The tournament will be held on September 18 and 19 at the Shlomo Group Hall in Tel Aviv-Yafo, shortly before the quarter-final matches of the Winner Basket Cup will be held there.

Prometheus is a rising force in Greek basketball, which only about a decade ago was still playing in the fourth division and in recent years has become a top team, reaching the finals of the Greek Cup twice, the playoffs once more, and even winning the Super Cup. In addition, she has been playing continuously since 2018 in the European factories, and last year she reached the quarterfinals of the Eurocup for the second time in her history. In the coming season, it will return to the Champions League after five consecutive years in the Eurocup.

Dinamo Cesari also climbed its way from the lower leagues at the beginning of the millennium and, in the last decade, became a regular competitor for the titles in Italy. She won the Italian Double in 2015, the Italian Cup the year before, and the Eurocup in 2019. The coming season will be her 12th in a row in the various European Cups and the fifth in a row in the Champions League; in the middle of the last decade, she participated twice in the Euroleague.

Hapoel Tel-Aviv and Hapoel Jerusalem met last year in almost every possible setting: the semi-finals of the Winner Basket Cup, the quarter-finals of the State Cup, the semi-finals of the playoffs, and, of course, in the regular season. The Reds from the capital finished the regular season in second place, won the state cup, and qualified for the Champions League final.
